[BD] 2008 rules

Someone is working on a document that outlines the changes.
I knew they had been accepted but did not know they were going to be
uploaded yet.  It has been impossible to tell when they would finally be
released and so impossible to plan up front when we should switch.

We'll publish an official decision of when UKUA tourneys switch by the end
of the week - but I would expect this will mean switching over for MT2.
I'll see if I can get some info on the status of the "differences" document.
