I think most people have been playing this as "no turnover" in the last few years, and while i do think it is frustrating and an issue that needs addressed, there is a very good reason for this. Nobody had mentioned this rule yet
 
17.1. Whenever a call is made other than the first call of a marking violation, play stops
immediately unless 17.2 or 17.3 applies. Once play has stopped, no turn over is possible.
 
In the scenario you described 17.2 or 17.3 do not apply, therefore the rules starte quite clearly that there cannot be a turnover, it should also mean that any completed pass should be returned regardless of wether the call affected play. I think this is easier to police than having people argue over what did and didnt affect play, and the solution to the problem could be for players to think a second longer before making an unnecesary pick or foul call.

Just to crystallise my point about the Spirit rules, I want to understand

turnover". I'll
collate the responses and send a message out tomorrow, as I would hate to
bombard britdisc :-o
