[BD] B Tour Brackets

Hi Pugh & all,

B Tour 1 will be run with a combination of peer pools and open pools,
making use of Tour 0 to give the top 8 close competitive games, with
an outside opportunity for 9-24 to take advantage of an open path to
promotion, maintaining something to play for nearer the bottom and a
relatively good chance of playing 6 different teams for the bottom
four (with a max of 7 games for any team).
B Tour 2 and 3 will most likely be peer pools for all seeds.
