[BD] EFDF Summary of TRG Meeting: Re the GB-Austria Junior Open Case

Just a quick note to say thanks to Alia and the EFDF for making this 
available to the community.

It seems to me as if the right decision was reached, both at the first 
meeting where the full facts were not known, and at the subsequent 
appeal. Congratulations to all involved for their behaviour and honesty 
at these meetings.

If I could make a small suggestion (and it's only an opinion) I'd like 
to see the options that were voted on put to the two teams' 
representatives first, before the committee votes and enforces a 
decision. It's not clear whether this happened, though it may have, and 
certainly the rules don't state that it must.

After all the facts have been thrashed out, it would be nice to give 
those involved one last chance to come to agreement themselves, and only 
if the teams still CANNOT agree on one of the options, then the 
committee must vote and enforce.
