[BD] Rules Clarification

No mention in the current rules
But the distance thins *is* clarified in the new WFDF rules that are due to
come into force in early 2007.
They are - incidentally - a great improvement
I will find out if they are sufficiently close to completion that I can put
the current version on the UKUA website.
