[BD] Rules Clarification

On the subject of this:
The rules do not say anything about the person calling pick being on D, nor
do they say anything about it being to do with marking a player. As I
interpret this, it means that if a defensive player steps into the way of a
running offensive player, the offensive player can call a pick.
There was also an occasion recently when I was running alongside the player
I was marking, who then changed direction, running right in front of me,
forcing me to almost fall over trying not to hit him. As I interpret the
rules this is a pick, as his movement obstructed me, making it impossible
for me to continue following him, and so I called a pick. The offensive
player thought his move was valid, and so contested the pick. After the game
I discussed it with my teammates, who thought that it was either a foul or
not an infringement at all. Clarification on this would be very welcome.
