[BD] UKUA pick-up rules for Nationals

(Seeing as my direct approach didn't work)

Answers on a postcard please - if I didn't play in the tour this year,
but want to pick up at Nationals, the new rules seem to suggest that I
can't. Is this right? Is there anything I have missed regarding
rostered/unrostered teams?

(Ignoring all the UKUA payment stuff, which I would have to do whatever)
