[BD] The format of the tour is changing for next year

Hey BD,

I found that the mixed and regular season split was fine except that
it might have been better starting with Open Tour first so we could
ramp all our students into it straight away rather than limit the male
players to the correct ratio according to how many women we have to
play mixed.

I don't know why the order was the way it was.  It just could have
helped more the other way around.  In terms of the change from last
year I thought it was better the new way.  The strong mixed season was
great.

It would be nice to see the UKUA propose a decision of this magnitude
to the masses as their suggestion for the format with appropriate
reasoning rather than dictate the decision.  I believe they asked last
year about the idea to split the Tour.
