[BD] stall re-set clarifications

Regarding violations on the thrower people seem to regularly stop play when
this call is made when there is no need. As far as I know the stall
decreases by 2 then just carry on playing. Only if there is a second call
within the same stall does it count as a reset and check. Is this correct?
