[BD] stall re-set clarifications

just cause these have come up a couple of times in the
past 2 tours and not everyone knew the correct rule (i
was right on one, wrong on the other).

travel above stall five always goes back to 'stalling
6.'  i guess this means that if you're over stall 6,
you should just take off running with the disc like a
madman ;)

uncontested offensive foul always continues the stall
wherever it is, even if it is above 5.
